Judith Spencer Biography

 

Ms. Spencer has been involved in the Information Systems Security field for the past 28 years.

 

Prior to her current position, Ms. Spencer managed the Federal Information Security Infrastructure Program, which sought information systems security solutions for internet-based communications using public key technology.  This office was responsible for developing the ACES Program.  In addition, Ms. Spencer was involved in the efforts of the Federal sector to promote Critical Infrastructure Protection across the Departments and Agencies.  Towards this end, Ms. Spencer led the transition of the Federal Computer Incident Response Capability (FedCIRC) from a pilot to operational status and worked with Federal agencies to build consensus for intrusion detection and incident response to unauthorized electronic exploitation.

 

In June 2000, Ms. Spencer was named to the Year 2000 Federal 100, sponsored by Federal Computer Week, which recognizes the top 100 information technology professionals who have had a profound impact of Federal IT Programs.

 

On January 2, 2001, Ms. Spencer took over the duties of the Chair, Federal Public Key Infrastructure Steering Committee, succeeding Mr. Richard Guida of the Treasury Department.  In this capacity, Ms. Spencer is responsible for building consensus and promoting cross-cutting solutions involving strong authentication using public key technology across the Federal government.
