Professor Hayes will present background and highlights from Thomas P.M. Barnett’s groundbreaking strategic work entitled “The Pentagon’s New Map.”  This seminal work has helped shape current debates about military transformation and the use of force.  “The Pentagon’s New Map,” however, is not primarily a military strategic vision.  It is an optimistic strategy of how America can use all of its hard and soft power to help foster a peaceful and prosperous world by helping connect those parts of the world that now wrestle in darkness with the globe’s most intransigent and devastating challenges.  Barnett’s primary theme is that “disconnectedness defines danger.”  By connecting the disconnected part of the world (which he labels “the Gap”), Barnett offers a vision that can unite the developed world and steer its course into the future.  Professor Hayes worked closely with Dr. Barnett during the development of these concepts.
